Do I have to forgive when someone isn’t sorry?

Forgiveness in the Bible is tied to repentance. When forgiveness is offered without any sorrow it is simply acceptance. One of the huge problems in society is we are just supposed to simply accept everyone and everything regardless of there is acknowledgment of wrong doing.
